In order to transfer data through clipboard and cut and paste, while using the vncviewer (realvnc or tightvnc) on windows machines (dont know if it is an issue on other OSes), you should run the app: vncconfig.
This is an X app, you start it per display and leave it running in the background.
This has options to enable clipboard data transfer.
